Age pension for my mom 66 years old.

My mom has been living in the Uk since 3/2018 and she will be 66 years old in July 2022 . After she had arrived in the UK , she tried to apply NIN at Jobcenter . However, they reject her application with reason : she does not need it at the moment . She does not know English , so she went to English course for new immigrant for few months then Covid 19 appeared and her class stoped . During 2 years, she could not find any simple job because she did not have NIN .

In Feb 2022, she tried applying NIN again and they gave it for her. Last month , she receipted letter announce about her time will be reach to age pension , but she could not have it because she has not reached 10 years paying insurance contribution national .

I would like to ask: in her case, what could she do for claim or paying credit pension or able apply for voluntee please?

NINs are usually only issued to people who will be working in the UK, however, not speaking English shouldn't be a bar to obtaining one. It is a fact that it was nigh on impossible to get a NIN during all the time of the Covid malarkey, however, it is perfectly possible to work without a NIN, then apply for one (they have to issue one if you have a job), as noted here: Apply for a National Insurance number: Who can apply for a National Insurance number - GOV.UK

If you do not already have a National Insurance number, you only need to apply for one if you’re planning to work.

You can start work without a National Insurance number if you can prove you have the right to work in the UK.

In order to get the UK state pension, people need to have paid NICs for a number of years, and the minimum to get any state pension is 10 years' NICs. As she has already reached state pension age, she won't be able to do that, however, she may be eligible for pension credit. Unilke the state pension, pension credit is a means tested benefit, that means eligibility is determined by the applicant's financial situation, as noted here: Pension Credit calculator - GOV.UK

Her status : Pre- settle and i don't know it is belong to the UK under a sponsorship or not?

She got the biometric card pre-settle valid to 03-08-2023 .

Please, could you help me to fill in correct for this section .
