What document you need to apply

If the person applying does not have an ID card or a passport please refer to UKCEN Citizenship and Residence for European Nationals and their families

The document you can use to prove your identity depends on whether you are an EEA or Swiss national or not.

If your passport or ID card has expired and you can't renew these documents in time, you need to contact the resolution centre and ask for a paper form to apply with the expired document. See: Resolution Centre.

EEA and Swiss nationals

You can use either:

your passport; or
your national identity card.

Non EEA or Swiss nationals

You can use either:

your passport; or
a valid UK residence card with a biometric chip or Biometric Residence Permit (BRP).

You will be presented with two options to apply:
  1. Using the mobile phone app; or
  2. Using the online form and sending ID documents by post
You can only use the post option from within the UK.

Document scanning centres for people without a suitable phone

If you have a valid passport with a chip (EEA national) or a valid biometric residence card (non EEA national), but haven't got a suitable NFC enabled Android device or iPhone 7 or later, you can book an appointment with one of the document scanning centres.

You will need to make an appointment in advance and pay £14.

If using a document scanning centre, do not start your application before attending your appointment.

You cannot use this facility if you haven't got a valid passport with a chip or a valid biometric residence card.

If using a document scanning centre, it may be an idea to wait a day or two until the update is made online by the scanning centre and, if that doesn't happen, contacting the resolution centre, rather than just starting the application at this point, as that might result in having to post the ID after all.

Non-EEA nationals without a valid biometric residence card must choose the post option. Then choose the Passport option as proof of identity.

If you are a non-EEA national without a valid biometric residence card:

If you are an EEA national applying with a non-chipped passport or national ID card:

Choose the post option.

At the end of the form, you will be provided with an address to send your passport or ID card by post.

It is recommended to send the document by Special Delivery so you can insure and track the item.

The Home Office usually returns documents within 3 days (excluding transit times), but time frames may vary.
